“Specialist operatives from the Tactical Operations Unit conducted a high-risk vehicle stop on the Great Western Hwy, Katoomba, near Woodlands Rd,” police said.

Officers attempted to stop the black Holden commodore about 10.40am as it approached Gibbon and Old Windsor roads, Winston Hills.

However, when a senior constable grabbed the slowing car, the driver sped off causing the officer to be flung across the bonnet of a nearby police car.

Police then discharged a number of shots towards the car as it drove away.

“A 21-year-old man left the car and was immediately arrested, with the driver fleeing the scene, driving north on Old Windsor Rd,” NSW Police said.

The driver, also aged 21, was later stopped and arrested about 11.40am, as police used a taser to detain him.

The man was treated at the scene by paramedics before being taken to Katoomba Hospital, where he remains under police guard.

Several roads remain closed at Winston Hills and Katoomba, where crime scenes have been established.

Motorists are urged to avoid the areas and delay their travel, if possible.
