Both died at the scene before the arrival of paramedics, according to police.

“Whilst yet to be positively identified, the driver is believed to be a 23-year-old man and the passenger a 26-year-old woman,” police said.

“Officers from Northern Beaches Police Area Command established a crime scene that was later examined by specialist police.

“An investigation has commenced to determine if speed was a factor.”

A local described the ordeal as “very, very scary”.

“I just heard crazy sounds of cars racing and multiple cop cars, and then I looked out my window and heard a huge bang,” the woman said.

“It sounded like a gunshot then it repeated twice, it then sounded like a bomb exploded.

“Smoke is filling the air here, It was a shock.”

A report will be prepared for the coroner.
