Hamilton cops make second arrest in conspiracy to commit murder plot

An alleged plot to murder someone that was uncovered during the investigation of a different victim’s shooting has led to more arrests.

Hamilton Police say that on Nov. 10, 2023 around 8:50 p.m., officers were called to a shooting in the parking lot at 640 Queenston Rd. and located a man suffering from multiple gunshot wounds.

The 22-year-old from Hamilton was taken to hospital with what police described as “life-altering injuries.”

A four-door black sedan with a spoiler on the back that witnesses reported seeing flee the scene westbound on Queenston Rd. was later found on fire in the north end of the city.

“During this ongoing attempted murder investigation, police located evidence of a conspiracy to murder a person unrelated to the initial shooting,” police said in a release on Tuesday.

On April 4, homicide investigators arrested Kamaldeep Dhaliwal, of Hamilton, and charged him with conspiracy to commit murder.

“From further investigation into this matter,” police uncovered a second suspect they believe was involved in the alleged plot.

Michael Francis, 27, of Niagara Falls, appeared in court on Friday and was charged with conspiracy to commit murder.

“This investigation is ongoing with efforts to identify the other co-conspirators in this plot to commit murder,” police said.

“The number of co-conspirators and the nature of the evidence leading to this arrest will not be disclosed at this time as the investigation is ongoing.”
